In a significant move to protect public health, the U.S. Food and Drug Administration (FDA) has revealed its intentions to prohibit the use of specific chemicals commonly found in hair smoothing and hair straightening products. These chemicals, including formaldehyde and other formaldehyde-releasing compounds like methylene glycol, have been linked to a range of adverse health effects, both short-term and long-term, in individuals who use these products.

The FDA’s decision to propose a ban on these harmful substances comes in response to mounting evidence linking them to serious health concerns. The agency’s announcement, documented in the Unified Agenda, a repository of potential actions by administrative agencies, marks a pivotal step towards safeguarding the well-being of consumers who have been exposed to these toxic chemicals.

The adverse health effects associated with hair-straightening chemical products are alarming and far-reaching. These products have gained popularity among individuals, particularly women with tightly curled hair, seeking to achieve smoother hair texture for ease of maintenance. They are disproportionately marketed to Black women, given their distinct hair types.

However, research has raised significant concerns about the safety of these products. A study conducted in 2020 uncovered a disturbing connection between the use of permanent hair dyes and hair straightening products and an elevated risk of breast cancer, especially among Black women. Furthermore, a 2022 study by the National Institutes of Health (NIH), published in the Journal of the National Cancer Institute, revealed that women who used hair straightening products frequently faced more than double the risk of developing uterine cancer compared to those who abstained from chemical straightening.

Of particular concern is the fact that approximately 60% of women who reported using chemical hair straighteners in the previous year were Black women. Additionally, troubling reports have emerged suggesting potential links between hair relaxers and infertility issues.

An eye-opening study published in Environmental Research found that postmenopausal Black women who reported using chemical hair relaxers regularly, more than twice a year or for an extended period exceeding five years, had a nearly 50% increased risk of uterine cancer. This mounting evidence underscores the urgency of addressing the safety of these hair-straightening products.

In March of the current year, two members of Congress, Representative Ayanna Pressley from Massachusetts and Representative Shontel Brown from Ohio, jointly penned a letter urging FDA Commissioner Robert M. Califf to conduct a comprehensive and transparent investigation. Their aim was to determine whether the chemical hair straightening products available to consumers contained potential carcinogens that could lead to uterine cancer.

In an October 6 press release, both representatives commended the FDA’s proposed rule as a significant step towards safeguarding public health. Representative Pressley remarked, “The FDA’s proposal to ban these harmful chemicals in hair straighteners and relaxers is a win for public health – especially the health of Black women who are disproportionately put at risk by these products as a result of systemic racism and anti-Black hair sentiment. Regardless of how we wear our hair, we should be allowed to show up in the world without putting our health at risk.”
